City Police Sault Ste Marie Ontario seem to have become true criminals again, as it has been reported by Northernhoot.com that *SSM Sault Ste Marie Police officers beat local man Tim Mitchell in-front of his 2 son's 14 & 13 of age. Tim's son became worried for his father's cries of suicide and decided to heroically call 911 asking for assistance, only to watch their Father beaten and arrested by City Police. Currently Tim Mitchell is fighting for his life, the past Easter weekend March 2016 incident just became known to the public.
It is reported that Police took the man in custody to Algoma Treatment and Remand Centre maximum security prison in *SSM Sault Ste Marie. After 48 hours it was realised the man was suffering fatal injuries from the assault before, and during Police custody. Reports that 5 Officers were involved, with 7 attending on scene. Tim Mitchell has three broken ribs, a punctured duodenum –that’s part of the stomach that leads to the intestine, that hole in the duodenum leaked feeces into his abdomen. Now he is septic from that. He also had a collapsed lung. You couldn't even recognize who he was because they punched him in the face so many times, his eyes were so swollen, told by a family member.

Local cops bulling and harassing the mpoverished and disadvantaged citizens throughout Sault Ste Marie, looking for daily victims which life's can easily be destroyed with Police abuse of Power. City tax money and funding placed into faster and more efficient Police cars, armoured gear & trucks, new Police command centres. While impoverished addicted residents with mental health disabilities suffer between local revolving doors of systematic abuse without proper resources that could improve their quality of life and our community.
Residents, Citizens of Sault Ste. Marie and Algoma district WE have the right to know the names of ALL Police Officers involved with the heinous beating and maltreatment of Tim Mitchell. Sault Ste Marie City Police paid to protect and serve the cooperation of the city what about its residents not to abuse and kill the mental ill. Where were the mental health resources if his son called in for a suicide watch?
Furthermore the staff at the Remand Centre that turned their heads and didn't aid this beaten man, and the Emergency Room staff at Sault Area Hospital that covered up this heinous beating for their friends the Sault Ste Marie Cops Club. They all are guilty in the conspiracy to keep this crime away from the eyes of citizens and publicly expose the Local Boys club.
On March 26th, 2016, the day before Easter, a young boy called 911 operators to request the assistance of Sault Ste. Marie Police. His Dad, Tim Mitchell, had been drinking and was talking about ending his own life.
Amy-Lee Campbell, Tim’s daughter, recalled the event as described by her little brother. “My 14 year old brother, being just a young kid, got worried and called 911 –he was calling for help, and the police actually came here and almost took my Dad’s life, when my brother was trying to save him. That’s why the police were called. He didn’t harm anybody. He was talking about harming himself, probably because he was intoxicated.”
According to Tim’s young son -one of two sons ages 14 yrs. and 13 yrs. that were in the home when the beating took place, his Dad was outnumbered. Amy-Lee hasn’t spoken with the police about the event.
“I have not personally spoken to the cops nor do I care to,” remarked Amy-Lee with a note of controlled anger in her voice. “For me the evidence is there. It is not a he-said-she-said situation for me. He has three broken ribs, a punctured duodenum –that’s part of the stomach that leads to the intestine, that hole in the duodenum leaked feces into his abdomen. Now he is septic from that. He also had a collapsed lung. You couldn’t even recognize who he was because they punched him in the face so many times, his eyes were so swollen. I don’t need to know their reasoning for what they did. They came in his house, beat him up in front of my two brothers and didn’t even ask my brothers to leave. And he was drunk. And he’s 54 years old –he’s getting to the point where he’s more fragile. I don’t care to speak to the cops. It really doesn’t matter what they have to say.”
Jimmy Flint is Tim’s nephew. “They couldn’t take my uncle to jail looking like that so they took him to the hospital first,” he commented. “And then they took him to jail. A nurse told us they shouldn’t have done that.”
Tim spent two days at the Algoma Remand Centre with all of his injuries unattended. His condition worsened and on Monday, two days after the beating, Tim lay on the floor of his cell. Family members say that he thought he was going to die that day.

“His neck was the size of a football,” stated Amy-Lee. “There was a hole in his lung and the air was blowing through his body…all that swelling is the air trapped in his body. He was just lying in the jail with a punctured lung. I just don’t know…the hospital must have not looked at the results properly.”
Unable to breathe, the jail returned him to the hospital. As Tim was being admitted to the hospital, Amy-Lee was sitting in the Sault Ste. Marie Courthouse for her Dad’s bail hearing.
“The Crown came out and said ‘well, I guess we won’t be bailing your Dad out today because he’s in the hospital’. And that’s how we found out. The police didn’t even have the decency to call the family or anything.”
The Special Investigations Unit from Toronto has been dispatched to investigate Tim’s beating from Sault Ste. Marie police officers.
“They’re investigating the whole case,” commented Amy-Lee. “One of my brothers is being questioned because he saw what happened. My uncle, Don Mitchell, has been speaking with the Special Investigation Unit and they told him there were 5 cops involved.”
This Sunday, April 3rd, 2016, Tim took a bad turn and required emergency surgery. He has been in an induced coma and on life support for the past three days. According to Amy-Lee, Tim is stable today “for his condition”.
“The medical staff say that they consider him septic,” she remarked. “He has low blood pressure and as a result he is not distributing the water in his body –apparently that is common because he’s trying to fight an infection. They’re waiting for a culture to come back that will determine if he’s on the right antibiotic- that will take 24 to 48 hours.”
“He had been complaining about his stomach for three days before they gave him a CAT scan and found the leak,” added Amy-Lee of the discovery that feces had leaked into her Dad’s stomach.
“It’s a waiting game,” commented Amy-Lee. “He has a 50/50 chance of making it. We are just sitting around and praying and hoping and going in his room and encouraging him. We’re encouraging him to fight.”
Of his uncle’s injures Jimmy remarked, “My uncle was charged with breach of probation for drinking and resisting arrest. Anybody with a brain knows someone resisting arrest doesn’t end up in the hospital. He’s fighting for his life right now. It’s pretty sad.”
Asked what message she wanted to send to the community Amy-Lee wept. “My Dad is a really good man. Regardless of the circumstance he did not deserve this. He’s very, very loved by his friends and family. He had fifty-five members at the hospital yesterday that were visiting because everybody wants him to pull through this.”
With her voice breaking Amy-Lee added, “I just don’t want this happening to someone else’s family. This is so tragic. I would hate that any family would have to feel this. It’s gotta stop. This isn’t the first story I’ve heard about the Sault Ste. Marie Police and I’m from Sudbury for goodness sake.”

This beating of a depressed innocent man is what most in circles of Sault Ste, Marie are well aware of, the bias disregard to unfortunate citizens dealing with substance abuse and mental health issues. We have all heard of someone "roughed" up by Police locally, or intimidated by authorities. We are asking others to come forward with their stories of forcible contact by Sault Ste. Marie Police. The Office of the Independent Police Review Director has investigated the actions of a Sault Ste Marie police officer during the arrest of a man in March of 2016.
In a report, it says that three allegations of misconduct under the Police Services Act have been substantiated. According to Joel Dubois, a lawyer acting for the Chief of Sault Ste Marie Police, this does not mean a finding of guilt, but rather that a hearing date must be set.
The allegations include unlawful or unnecessary use of force, discreditable conduct and neglect of duty.
The allegations stem from an incident in March 2016 in which Constable Matthew Keating was responding to a call from Tim Mitchell's son.
Keating says he observed that Mitchell had breached a recognizance to abstain from alcohol
Keating says that he warned Mitchell he was going to be arrested and Mitchell responded angrily, stood up and started to swear at police, ordering them to leave.
Keating said he instructed Mitchell several times to put his hands behind his back or he would be hit. Keating says he struck Mitchell in the left rib area with a closed fist. Another officer was eventually able to put handcuffs on Mitchell and he was taken to the police station.
Mtichell complained of pain in his side and was taken to hospital where he was not diagnosed with any broken bones.
He was eventually found to have broken ribs and due to medical complications led to him being in a coma.
Later that year, Keating was cleared of excessive use of force by the Special Investigations Unit. That agency investigates incidents involving police where there has been a death, serious injury or allegations of sexual assault.
In 2018, a judge reviewed the evidence and dropped charges against Mitchell, finding unlawful force was used and that his Charter right to a lawyer was violated.
Mitchell is also suing the Sault Police Services Board for $6.5 million in compensation.

Just to add a couple extra Chris. Rose Lambert deliberately started a fire while in the custody of CAS in Sault Ste. Marie in the late 80's. The foster mom and foster brother died , the dad was able to escape by jumping out of a second story window in a First Avenue ...
I only met her a few times but think of her often. When you are in a group home with the same agency and they kill a kid by restraining them in similar ways done to you and your friends I guess it's hard to forget. When I lived in the Boeselel Learning for Living Center in Prince George I was often restrained for stupid stuff, it was ridiculous,complained to my social worker all the time and they did nothing to stop it

Oh my goodness! Seriously??? How awful. I work for the school board and formerly Community Living and do restrain. However it is an absolute last resort and only employed when the individual presents imminent risk to themselves or others. We are well trained, practice regularly and are subject to debriefing and paper work send to the Ministry and the board for review.
Nope. I personally don't remember ever being restrained but clearly remember a boy named John and others being restrained for verbal behavior.
Awful. I work in an educational setting, so perhaps there is a higher degree if professional accountability. We remove entire classes of students when another is having an outburst, and allow them to completely trash a room before ever laying a finger on them. It is only once all other options are completely exhausted and the child will be severely injured or will severely injur another that restraint is ever even an option!!!!!
Myself and many others were restrained for stupid things, like swearing at staff or refusing to do something.
Even when I worked in the group homes restraint was uncommon. The most frequent time I ever used it was to put the helmet back on the head of a severely disabled man who banded his head so violently it when through walls requiring medical intervention and stitches frequently. It was completely for his safety and endorsed by his mother and doctor.
When I was in "care" they didn't give a rats behind when kids would smash their heads off walls for hours on end they just put you in isolation to do it but swear at them and you'll pay.
That is horrible to hear, i do know that SSW's are now taught in school that's an improper way to restrain someone...Not that it isnt common sense already. Luckily they are taught non violent crisis intervention and told that those types of restraints can kill someone, however that's not to say there isn't horrible workers out there! Hopefully there isn't anymore cases similar.
In the group home I was in they restrained you if you tried to run away, or if you didn't clean your bedroom, if you refused to come for dinner etc.
My board no longer uses non-violent crisis intervention. We use Behaviour Management Systems and Safe Management. If I ever thought I was hurting a child during a restraint I would instantly let go. Some of these stories are horrific!
Mine too Dianna! I tried to run away so they locked me in a room when i went to break the window they came in to restrain me one staff got kicked in the process and i was charged with assault. Refuse to go to bed and they will drag you upstairs and you end up covered in rug burn. In youthdale and syl apps they make kids strip naked in front of 2 staff(not always female either) if you refuse they hold you down and cut your clothes off which is absolutely traumatizing!

Coroner When an Ontario coroner's inquest involves children's aid, the inquests are ritualized by giving the jury only the view of the professional bureaucracy. Reading those kids names is just heartbreaking!
So the recommendations that came from Stephanie's death are pretty much access to counselling,education, teaching staff not to smother kids by sitting on them and creating a procedure for CAS to judge if CAS made a error, is that right?
Many staff while restraining kids thought it was funny. They would be sitting on you holding a pillow over your face and laughing while you fight like hell to breathe and get them off. They called us animals and if a staff got concerned the one sitting on the kid would say things like well if she stops breathing at least she will be quiet. They know what is supposed to be done and they know when they do things that are harmful, dangerous even deadly they just don't care! CAS needs to go and an entire new system needs to be put in place! Please no more dead kids and ruined lives CAS needs to pay for what they have done!

For instance, this evening, Kingston Police used SWAT tactics to enter a home to arrest a youth AFTER telling the parent's lawyer that they didn't have enough evidence to obtain a warrant for the kid's arrest. As the parents said, the kid was not there, and hadn't been for a long time. Bravo KPF, Overkill again! Who are you serving? and exactly who's ass are you protecting? Certainly not John Q Public's! So tired of the corruption in this city, and can't wait for the day I leave here for good. I think the Ukraine has the right idea...but of course Canadians are too busy escaping reality on their cell phones, computers, and TVs to even notice that they live in a Police State, or the erosion of their civil rights.
